Cutting down on biodiversity

On June 17 I arrived at Soutra Aisle to witness completion of the cutting of grass verges (continuous one metre-wide swathes).
This is contrary to good practice where all environmental agencies (and well-read councils) advise that cutting should take place only in August once the majority of plant species have set seed. The exception noted is road safety considerations – obscured bends etc. – which do not apply at Soutra.

Does biodiversity matter in the Borders, or will lawns line all roads?
